In KF2's case, progression is pretty much mandatory to play on higher difficulty levels, and being able to plug in 3 controllers, have them all be the same perk as the kb/m player and just having dummy players in a local multiplayer game would be something of a cheat code since you'll artificially increase the amount of XP per game that you'd get since the scenario i'm describing would allow split-screen abusers to gain much more XP than they normally would in a solo or online game (if all 4 split-screen players are a Commando belonging to the same steam account, then the dummy players would only serve to feed XP to Player 1).
